yes, a dev/build is always necessary if you make changes to classes and especially to the data model. Most modules will require a dev/build to work.

I just installed the smtpmailer module and it works fine.
The only thing I had to change according to the instructions given in the README of the module was that I had to set the SMTP_SERVER_PORT to 587 and not to 465.
