just did a new SilverCart 1.2 installation with the complete download package from "www.silvercart.org/downloads" and the creation of widget sets and attributing new widgets worked flawlessly.
After rereading your posts I just saw what the cause of the matter could be. You probably went into the "Silvercart Widget" ModelAdmin (via the dropdown menu in "SC Config") to create a new widget.
That ModelAdmin is just there for technical reasons. It shouldn't be used to add new widgets (for SilverCart 1.3 we actually found a way to hide it).
So to add new widgets you should only use the "Widget Set" ModelAdmin from the dropdown field.
