the multilanguage support is currently under heavy development and will be available in SilverCart 1.3.
You can download the current state of the translatable branch on our BitBucket repository.
But be aware that this is a bleeding edge unstable version.
PS: multilanguage support for email templates is missing, will be added the next days.
